A few things to consider;
1) are you sharpening by hander power? Hand sharing would throw less dst than power.
2) what metal are you cutting? Carbon steel and tungsten carbide have different toxicity
3) are you sharpening wet or dry? A little water or oil can reduce a lot of dust

As a jeweler I have used black model paint, it comes in nice small bottles and seems to be rather durable when in a recessed area. I have also used Rust-Oleum, but considering that it tends to be available as a spray it is less confident.
