No makers mark just “PAT’D MAY 2-1899. Cast iron base. The head rotates in a wood block. Adjusts with a square key. Anyone have an idea as to the manufacture? Kinda a nifty. Thought you all might like to see it

i think the bottom in which the wood block is clamped, is known as a die sinkers ball. no clue as to the top part

I have a much larger version of the bottom I have been tripping over in my shop for years. Had not clue what it was for.
