First off, thank you for sharing your designs.
I have done quite a few frizzens which are quite hard. I have the best luck using a wide angle graver with a dubbed point or a Lindsay bulldozer point. I make multiple passes going slow with narrower angles used on successive passes depending on desired depth. Sometimes hammer and chisel work better than power.
I came up with this method after engraving some cast iron and carving stone.
This is what works for me, your results may vary.
