S&W cylinder

I'm trying to inlay a border on a S&W cyl for practice and I noticed that it seems to have some
really hard spots and it seems to be harder towards the back end . Is this normal for S&W cyls?
This cyl.dates back to WW2 it is out of victory model and is a junk part so nothing is lost .

I've done a bunch of S&Ws and haven't had any problems with them. The magnum and stainless ones can be tough but not hard spots. Was there rust on it? A rust spot can be just like a hard spot.

Could it perhaps be a bit of work hardening from being fired over the years? Just wild speculation on my part.
