Usually called Flare Cut. I've never cut the style so I'm not that familiar but I think Diane Scalese has done some tutorials so you might look up her work.
Thanks for the kind words, I've been playing with it trying to give the leaves some 3D effect without background cutting.
More of a free flow, Japanese ink painting type without too much pre planning.
Unfortunately our friend master engraver Jean Diet is not amongst the living anymore , he was like the Wikipedia of engraving styles,
maybe another Liège engraver can jump in on this one, but I think he first picture goes very much in the direction of " Louis Doize Style"

there are any, many buckles in the archive. there is one by roger bleile that trumps them all. it is the flare cut design. i don't think another buckle will be the equal of his. check it out. to answer your question, it looks like the design would be flare cut. in any event, what you show is quite nice.
