i want to reduce the bit of resinstance on the rotation, as well as the heel adjustment. is it ok to remove the "o" rings ? or is there some lube that can reduce the friction ? i want to radius heels on flats and rounds.

I'd take it apart and give it a good cleaning and maybe a drop of oil to smooth action. Yes you can remove the oring to clean it, but it also holds it together so you'll need to replace it.
