Betts Metal sales , who took over Sutton Tools sell a couple of Ron Smith's books, Bath Potters Supplies sell a Rhode Banding wheel, £72.00 + VAT, or other places, mine weighs 6.6 Kg. I did an excellent push engraving course at West Dean College earlier this year run by Wayne Parrott, maybe get in touch with Goldsmiths Hall and see if they do any short courses.
