Who is this Engraver Winchester Model 12 1930s

This one has me stumped. The carved stock and rather large silver inlays indicate Japan, but the scrollwork is not typical of Japanese engravers.

Exactly, I am stumped as well I really wish I knew way to figure out the history or anything about this Winchester.
