is there an outlet available to you from the grs company ? if you can do this on a more localized basis, it will save you time and money. i'd guess buying direct from grs in the usa would likely entail lots of money to get the materials thru customs.

are you going to straight blast, or blast differentially? either way this will be a challenge. i do glass blasting and wouldn't even try such unless the letter was several inches in height/ width. if i were to try such, i'd do a good set of hand drawn outlines, scan and resize, and then apply...
tym a jewelers lathe would not work for this. i gave away a jewelers lathe years ago and still have access to it. the adaptor would allow using a 1/8" square graver in the lindsay classic handpiece. i have a couple ideas that may allow me to make it myself if push comes to shove.

cant say for sure, but that doesn't sound right to me. i have a 1 gallon ( or so) junn air. it will charge in a bit more than a minute. it runs the lindsay for a good while before it kicks back in . not sure if the gravermach should bleed air. if so, it's probably bleeding more air than you think.
my victor is so air tight you can hold it by the top and it will not come down until you exert enough pull to overcome the air pressure holding it together.
there are those that use an nsk or such for very close work. but one must work with care. these rotary tools can buck and do cutting where it's not wanted. the rotaries have a mind of their own.
